GREEENNEWS BRIEFING-NEW JERSEY FINALLY OPENS THEIR POTS!!




The six state-licensed growers and sellers for New Jersey medical marijuana patients have just been announced by the state health department.

The list of dispensaries, known as "alternative treatment centers," or ATCs, in New Jersey, as reported by Susan K. Livio at NJ.com, is as follows:

• Breakwater Alternative Treatment Center Corp., Manalapan, Monmouth County
• Compassionate Care Centers of America Foundation Inc., New Brunswick, Middlesex County
• Compassionate Care Foundation Inc., Bellmawr, Camden County
• Compassionate Sciences, INc., either Burlington or Camden County
• Foundation Harmony, Secaucus, Hudson County
• Greenleaf Compassion Center, Montclair, Essex County

The state health department released the list of winning applicants on Monday, despite the Legislature's intent to repeal the medical marijuana program rules draft by the Christie Administration.

Many patient advocates in the Garden State believe the rules as proposed are far too restrictive and patient-unfriendly, and lawmakers seem to agree. The law's sponsors in the Senate said they would rather overturn the proposed rules and start over, delaying the start of the program, then allow such restrictive regulations to move forward.

The New Jersey Compassionate Use Marijuana Act requires the health department to license two alternative treatment centers in the northern part of the state, two in the central part and two in the southern part of the state, for a total of six centers. All must be incorporated as nonprofits, according to state rules.

Health and Senior Services Commissioner Poonam Alaigh said she expects the centers, in addition to growing, packaging and selling cannabis, to also track patient data, including which strains they are using, how much, and the medical "outcome" -- the benefits and side effects of using medicinal cannabis.

New Jersey required prospective dispensary operators to pay a $20,000 application with the promise the state would return all but $2,000 to candidates which were not selected. Applicants had to show the centers' proposed location is not in a drug-free school zone, and either conforms to local zoning or applicants have applied for a variance to permit the operation, according to the bidding rules.

April 20
("4/20" in U.S. date notation) has evolved into a counterculture holiday, where people gather to celebrate and consume cannabis.[1] Some events may have a political nature to them, advocating for the decriminalization of non-medical cannabis in the United States.
American observance
University of Colorado, Boulder
2009's 420 celebration at University of Colorado.

A large celebration is held every year on the University of Colorado's Boulder campus, with attendance reaching more than 10,000 in 2008. It has been estimated that in 2009 the crowd surpassed the 10,000 attendee mark that was set in 2008. This would make CU Boulder's celebration of the hopeful legalization of marijuana one of the largest such celebrations in the United States.[3][6] University police have tried various methods to prevent the gathering, including photographing students participating in the event,[7] but the crowd has grown every year.[6] The university and police have taken a more hands-off approach since 2006, emphasizing event safety over possession citations. Recent growth of the medical marijuana industry in Colorado is expected to add momentum to future events.[8]

On April 15, 2009, the Office of the Chancellor sent an e-mail to all CU students regarding the 2009 celebration of 4/20 stating that the event would debase "the reputation of your university and degree." The CU student newspaper disagreed with the Chancellor's analysis.[9]

No possession tickets were issued at the 2009 event.[10]
Canadian observance
Ottawa, Ontario

Annually, on April 20th thousands of activists gather on Parliament Hill and Major's hill to look toward the peace tower as they join each other in smoking marijuana when the clock strikes 4:20. Police keep an eye on protesters to make sure the peace is kept. [11][12]

Vancouver, British Columbia

On April 20, 2009, an estimated nearly 10,000 people gathered around the Vancouver Art Gallery to celebrate "420". The police did not attempt to make arrests. This event has taken place in Vancouver annually for many years, and the police are generally tolerant of all marijuana use on April 20.[13]
New Zealand observance
Dunedin

In Dunedin, New Zealand, members of Otago NORML and some students at Otago University meet every Wednesday and Friday at 4:20 pm under a Walnut tree on the Otago University Union Lawn to smoke cannabis in defiance of New Zealand's cannabis laws. There was considerable media and police interest in the '420' group in 2008, resulting in the arrest of a student and the issuance of trespass notices to members of the public at one of the 4:20 pm meetings.[14][15][16][17][18][19] The group leader was arrested for cannabis possession at a university Market Day unrelated to the 4:20 meetings,[20] but was later discharged without conviction on all charges.[21] The group celebrated their 5th anniversary on September 11, 2009.[22]
Auckland

In Auckland, New Zealand a 420 group meets regularly at the Daktory.[23]
